Burwood Council - Croydon TOD Alternative

February 2025 UPDATE: At an Extraordinary Council meeting on 29 January 2025 Burwood Council unanimously resolved to adopt the "Option 4" masterplan as an alternative to the NSW Government's TOD for Croydon. This decision came after an extended public consultation period for the Draft Croydon Masterplan. Option 4 proposes a refined approach with reduced density near Croydon station with unmet targets redistributed around the future Burwood North precinct and metro station, due to open in 2032 as part of the Sydney Metro West project.

The NSW Government's TOD would have rezoned properties for 6 storey apartments within 400m of Croydon railway station, including streets within the Malvern Hill Heritage Conservation Area. The alternative masterplan ensures the Malvern Hill and Cintra Conservation Areas, including historic Strand shops precinct remain protected. The council also issued an interim heritage order for properties on The Strand and requested the Department of Planning, Housing and Infrastructure (DPHI) to group heritage list The Strand under the Burwood LEP 2012 to offer stronger protection for the buildings.

While the Burwood Council portion of Croydon has been spared from the TOD, the state government has applied it to the Inner West Council portion of Croydon, as no alternative masterplan was submitted by Inner West Council before the 31 January 2025 deadline. The TOD includes all properties within 400m of Croydon railway station on the eastern side of The Strand and Dickinson Avenue south of the railway line and properties on the eastern side of Edwin Street north of the railway line.

Background:-

Due to the housing crisis, in December 2023 the NSW Government announced the TOD program (Transport Oriented Development) to deliver more homes across Sydney with density targeted around railway stations. This program comes in two variants, 8 Accelerated Precincts and 37 precincts with amended planning controls to allow heights of up to 22 - 24m within 400m of railway stations. Croydon station was one of the 37 identified for these 400m radius amended planning controls.
